Please help me verify if this is a wheel bearing problem?

since you state that when you turn the wheel the noise changes,gets louder.i believe 99% it is a wheel bearing.some wheel bearings require a press to take them out and put them in.some bearings come already pressed into the spindle when you buy them.so if you don't have a press your gonna need to find someone who has one or bring the spindle to your local shop.
